The Legislative Conceptual Approval of Major Projects Resolution establishes a common-sense process for developing major municipal projects. Before significant staff time, engineering, grant applications, or financial commitments are made, City Council first decides whether a proposed project is a priority for the community. This ensures that public policy drives funding decisions—not the other way around.
The resolution does not prevent the City from pursuing grants or planning for the future. Instead, it encourages collaboration between the executive and legislative branches from the very beginning of the process. Conceptual approval simply authorizes further study, engineering, feasibility analysis, and funding exploration. It does not authorize construction, appropriate funds, or commit the City to completing the project.
By establishing clear expectations early, this legislation promotes transparency, encourages public participation, and helps avoid situations where residents believe a project has already been approved simply because a grant has been pursued or preliminary work has begun. It also helps ensure that major projects reflect the priorities established by the elected representatives of the community.
