Good government depends on clear rules and respect for the roles assigned by the Charter.

The Executive Recommendations and Legislative Introduction of Legislation Resolution Act clarifies an important distinction: the Mayor has the authority to recommend legislation, but the formal introduction of ordinances and resolutions is a legislative function performed by elected members of City Council. This resolution preserves both authorities while ensuring each branch of government operates within its proper constitutional roles with separation of powers.

The resolution does not reduce the Mayor's ability to propose ideas or recommend policies. In fact, it expressly recognizes and protects that authority. What it does is establish a clear legislative procedure: recommendations from the executive branch become pending legislation only when a Council member chooses to sponsor and formally introduce them for consideration.

By harmonizing the City Charter with the Council Rules, this legislation provides consistent guidance for future councils, mayors, law directors, and residents. It helps avoid procedural disputes, strengthens the separation of powers, and ensures the legislative process remains transparent and predictable.

Clear procedures build better government. When each branch respects the role of the other, City Hall spends less time debating process and more time solving problems for the people of Sheffield Lake.
