Every dollar the City spends is a taxpayer dollar. We should make every one of them count.

The Strategic Procurement and Purchasing Oversight Program helps Sheffield Lake become a smarter buyer by using data, market research, and financial analysis to improve purchasing decisions across every department. Rather than changing who has purchasing authority, the ordinance provides better information so departments can make more informed decisions and identify opportunities to reduce costs without sacrificing quality.

The legislation establishes vendor benchmarking, procurement analytics, consumption analysis, Top Vendor Reports, and cooperative purchasing reviews to help the City identify opportunities for greater competition, lower costs, better inventory management, and stronger long-term financial planning. It also encourages departments to evaluate the total lifecycle cost of purchases—not simply the lowest upfront price—so taxpayers receive the greatest value over time.

Just as importantly, this ordinance preserves the existing authority of the Mayor, Finance Director, and department directors. The Procurement Review Officer serves in an advisory role, providing objective financial analysis and recommendations while allowing operational decisions to remain with those responsible for delivering city services.

Good purchasing isn't about spending less at all costs—it's about spending wisely. Better data, better competition, and better planning help every taxpayer dollar go further, allowing Sheffield Lake to deliver better services while being a responsible steward of public resources.
