Clear rules make for better government.

A city charter is like a local constitution. Over time, as amendments are adopted by different generations of voters, questions can arise about how different provisions work together. The Charter Interpretation and Harmonization Ordinance establishes objective principles for interpreting the Sheffield Lake Charter so that every provision is given effect whenever reasonably possible, while respecting the separation of powers and the intent of the voters.

This legislation does not amend the Charter or change anyone's authority. Instead, it provides a consistent framework for resolving ambiguities, reducing unnecessary disputes, and helping future City Councils, Mayors, and courts interpret the Charter in a predictable and transparent manner.

When government operates under clear, consistent rules, there is less conflict, fewer misunderstandings, and more time spent solving problems that matter to our residents.
