Additionally, when a house is sold a $5,000 assessment is placed on the next three purchasers. These strategic funding arrangements ensure that we distribute the cost over 4 generations of homeowners (a generation = 25 years) who will use these utilities until they need another major infrastructure improvement.

The high water table, poor soil and drainage conditions, frequent basement flooding, sidewalk disrepair, and leaning utility poles are issues that demand a comprehensive and sustainable solution.

Instead of merely straightening leaning utility poles—a temporary and costly fix—the city opts for a more sustainable solution by burying utilities under the cities sidewalks. This decision addresses the root causes of the problem, ensuring long-term stability and reducing maintenance costs. By burying electric utilities under sidewalks or in boulevards, and digging at least 60 inches deep, we can integrate an advanced drainage solution that includes French drains connected to the storm sewer system. This system will effectively lower the water table and prevent future issues related to groundwater accumulation.

To further tackle the high water table and poor drainage conditions, the city installs 10-foot deep dewatering wells in problem areas. These wells pump excessive groundwater into storm sewers, creeks, and storm basins, providing targeted relief in areas with severe water issues. Additionally, improving and expanding drainage canals enhances the city’s ability to manage higher water volumes during storms, preventing overflow and protecting residential areas.

The city also would also invest in permeable infrastructure, using permeable asphalt for sidewalks covered by brick pavers. This not only promotes better water infiltration and reduces surface runoff but also enhances the aesthetic appeal of our streets and neighborhoods.
